Needs WiFi due to location of her bedroom. The "R" on the CPU cooler and on the case is sort of mandatory, plus I adore the look of the Metis so those parts are set in stone. No dedicated GPU is needed for the near future with the games she plays now, but she's harping on about wanting her own PC and not using mine >.>

I've been looking into igpu and the two core rules seem to be dual channel memory and highest frequency you can use. So I have two drafts and I'm basically wondering if it is worthwhile spending my max budget or to just save the £65.

From what I can tell from scouring the internet, there's roughly 1-2 frames between 2133Mhz and 2400Mhz, I couldn't find tests comparing 2133Mhz and 3000Mhz but I would imagine a 4-6 frame increase? HD 630 graphics sees roughly a 5-10 frame increase over HD610. Obviously neither of these chips could run AAA titles in much more than 720p low but as I said, igpu will be sufficient for her, she won't be playing triple A titles. And when she will, I'll be looking at a dedicated gpu.
