Thermalright makes surprisingly decent fans. The 147a fan has a decent fan speed, pressure, sound, and air flow ratio which is only limited by its 1300rpm ceiling, but you hardly need that much fan speed for most cases. On a heatsink it would be nice if it had a little more upper rpm, but on a radiator or case its pretty decent. You can find the fans for $11 on ebay. Compared to similar performing or better fans taht cost at least $15-30.
