Follow book but one fan is slow while second fan is at fast (normal speed) Any one know why?

What did you connect the fans to? Molex? Fan splitter and mobo? Different mobo connection? Sounds like one fan is connected to a controller and the other connected to a source yielding constant voltage/max speed.

Dang, should work.... Swap the fan connections around and see if the other fan slows down. At least rule out a faulty fan.
