I plan on getting the Ryzen 2600 or 2600X and I was wondering if I should buy whole new PC Cooler or just use the one that comes with the CPU.

Well at stock speeds (no OC), the included heat-sink fan cooler should do the job.

Even running an oc to 4.0 its a great stock cooler.

In that case, I'll probably just go with the 2600X because I heard it has a better cooler and I shouldn't need to OC it but if I end up doing so I'm glad the cooler should be fine.

I never like running the stock cooler, I would replace it.

It really depends on a lot more factors, airflow in the case and how much heat the video card is giving off.

That's a preference, sure. The reality is in almost all cases the stock cooler is perfectly sufficient. You've got to hit some edge cases, have specific needs, or really want temps to be at the low end of the spectrum for reasons before there's any sort of necessity to it.
