I'm getting a r5 2600 and a msi gaming x 1660 ti and I'm wondering what power supply I should use to be able to safely overclock both of these About 4 to 4.2 ghz on the cpu and somewhere around 1900 mhz to 2000 mhz if i'm lucky on the gpu Right now I'm looking at a 650 watt gold power supply but I feel like that's more than I need

A 550 Watt one would be plenty.

If you are on a budget, a 450 Watt PSU unit will also work.

What he said. A Ryzen will generally be architecture / voltage limited and getting a 2600 to draw much more than ~100w would be quite remarkable. I'm not sure about the 1660 Ti when overclocked but maybe 200w or a bit more? 550w would be plenty.
