I'm not sure you can fit Windows 10 and peripherals included for $400. This is what i got for now, I could maybe squeeze in the os OR peripherals.

How will it perform if I try to stream to twitch and play games like cod or something big like that?

The pc will likely freeze and crash under such circumstances.

It already struggles to play games at 720p, so don't expect more.

Try getting a Ryzen 5 1600, its around the same price but has 2 more cores as well as some additional threads at micro center, if you know what that is and one is nearby. Otherwise used parts are really your only option for what you are looking to achieve, as an rx 570 doesn't really have the power to stream and game for demanding games, but for simple esports it could work if you have the 1600.

What kind of performance can I expect with a Ryzen 5 1600 streaming

I haven't seen any benchmarks testing such a setup while streaming. However, a baseline 1080p gaming/streaming setup would be something like a ryzen 7 1700 and a gtx 1080 would get you above 70 fps. Given that, I guess you would be stuck at 720p for demanding titles but for esports low 1080p is quite possible.

You might want to look at used/refurbished PCs, possibly adding a SSD or GPU if sufficiently low end. Remember, Intel CPUs have been just barely been creeping up in performance over the last 10 years or so (with significantly more cores in recent chips) so there are some great deals on older machines out there. Just don't buy something likely to die on you right away.

Can you throw out some links to good PC's that can be upgraded like on amazon or ebay. And if you can, can you add next to it the type if performance it would have with what comes with it before I upgrade it?

One more thing, can you list what parts I should upgrade next to the link if possible? I know I'm asking a lot, but im trying to get into this PC gaming foreal now, thanks.

You are only 1 gen behind on this, and has a 300W PSU, thus the reasoning for the 75W 1650, I switched out the RAM for 16GB 2666.

60 or more fps on high 1080p.

And then save $50 or so and get a 480GB or so SSD later on.
