Budget: $2400, pretty flexible though if will make a big difference (Do I even need to spend this much?)

Location: USA

Use: Gaming and VR mostly, plan is to get into VR sim racing. Also use Photoshop for hobby use.

Peripherals: Not included in above price but will take monitor suggestions for non-VR use (1440p worth it or will it lower fps too much?)

OS: Not included in the above price.

Time Frame: Now till January 2020

I haven't personally built a PC in almost 10 years ago and ready to upgrade for laptop use. Used to have a preference towards Intel and ASUS parts but am flexible. Plan is to play Assetto Corsa, F1, and Dirt Rally mainly in VR. Anticipate will get either the Valve Index or HTC Vive Pro as my VR headset and Fanatec driving system if that matters.

2.4K isn’t a bad estimate, as you could get everything that you need (minus the VR setup)

I am in no rush, what is the time frame for the newer hardware and what hardware exactly?
Also seems like you both have chosen AMD, is that personal preference or is AMD architecture better for VR processing? You both included the monitor in the cost so that was a nice surprise being under budget.

I'd probably go with the 2080ti for a little more future-proof and FPS boost. From what I've seem, FPS are ~92 to ~78 for TI vs Super in project cars and have seen similar numbers for Assetto Corsa.
