Challenge : Used parts 3D CAD workstation under 200$USD

Hi, I'm not a computer oriented guy. I'm a new mechanical engineer who have no money because it is the beginning of my professional life. I'd like to build a used parts 3d Cad workstation for PTC Creo or another 3d cad. The requirements are :

* Every thing is in US$ currency
* Everything must be under 200$ US (yes it is difficult, this is why I post a challenge!)
* Everything is used (no new items)
* No cases are needed because I will not enclose the build (saving money)
* All parts must be there for it to work except Screen, mouse and keyboard
* So I need a used rig with : motherboard, dedicated GPU, CPU, ram, hard drive, DVD drive, PSU , etc.
* Do not hesitate to use previous generation items because they also can be good...
* I do not video game very much (Ages of Empires and retro emulators sometimes)

Buddy, you're gonna need a case or your parts won't last very long. Without a case, your PC is gonna be a mess of parts and cables sprawled all over the ground, all of which are ESD sensitive and will snap in two with a single trip.

Ok, I understand that. Let say I'll salvage a case from somewhere... this is not an issue I just want the important parts...

I just don't think it's possible man. The absolute barebones lowest-you-should-ever-go GPU in my opinion is the GT 1030, which is $100 by itself. I dunno if you could even make a vega build for this budget...

I don't think there's anything many of us can do with $200. we also can't condone not using a case, because that's just... asking for trouble.
