Watching movies no.

Gaming anything modern your going to be running 1080p minimum settings or dropping to 720p with reduced settings.

Giving the budget you can do 1080p max settings or 4k mid settings though for gaming.

The 1660S is pretty low for power needs, the whole build at max is only 244W, and I sense it will be around 175-200 at max.
