In stated budget, the Cooler Master Hyper 212 Evo would be the closest but it's design has the fan entering the RAM slots area, unless you offset the fan.

It is general rule that if you plan on overclocking you should get a aftermarket cooler. Depending on how high you overclock depends on how good of a cooler you need to get. The cooler master 212 evo is good for moderate overclocks.

That is one of the better air coolers but if you have the cash get a dual fan water cooled cpu cooler

To dual fan water cooled rads? it a bit broad for a specific link but I would recommend a Cooler Master Nepton 240 https://uk.pcpartpicker.com/part/cooler-master-cpu-cooler-rln24m24pkr1 The link is for UK as that's where I live

I may try to do that but I'm kinda getting to the top of my budget. I would like to water cool though. Part of the reason I'm looking at the h7. It would be cheaper for now then I can upgrade a little later
