The integrated Vega 3 graphics should be able to run older games and adding a graphics card would not be an issue.

If you want a stronger 4 core cpu choice, you can go with the ryzen 3 2200g. The Athlon 200GE has Vega 3 integrated graphics that sould be able to run emulators without any problem. You can also swap out the SSD for an HDD and later save up for a SSD in the future.
