The Completed Builds section is for PCs that you have finished assembling, and photos of the assembled PC are required for approval. If you upload photos of this PC when it's finished being assembled, please create a new Completed Build, and it will be approved.
If this isn't a PC you already own, you may be looking for the Part List Opinions Wanted subforum or the Guides section, depending on your intentions.
I'm not sure where you saw this, but I'd be curious to see the wording used to give you that impression. For multiple items that are the same category of part, please keep them in the same post and in the Request Part Additions subforum.
