Around 20-25C, I live in England so it's kinda cool. Room temperature is 18-19C.

Great build, nice colour combo! it is always nice to see a mid tier PC in this see of 6950X triple titans or i3's with RX 460's. The middle ground is rarely shown.
You might want to add some front intake fans, just as an idea to increase the cooling as you currently have negative pressure, dust is more likely to be sucked in through any gaps. even moving both fans to the front filtered intake may be better. Just my opinion
What lighting are you using, looks like NZXT lighting kit

I have it set on a fan curve, it stays about 40% and is really quiet, I probably should have gone with the quiet editions but it's not bad.
I had minecraft unlimited an peaked at 1,000fps, but that's not good for the GPU so I play with it locked at 120fps, barely drops with 16 chunks loaded and full fancy graphics, smooth lighting, however I do use optifine. I play crysis and battlefield 4 and on high with some settings on ultra I can achieve a steady 60fps without too much issue. CPU has never got any higher than 60°C and it barely reaches that. GPU has never got any higher than 70°C so no worries there. The two intake fans stay around 1,000 - 1,100 rpm and the exhaust fans stay around 850 - 950 rpm. Hope this was useful!
I used the same cooler, great cooler, but made it very hard to install the CPU Power cable

I had HWMonitor but that had been installed 3 days before the problem occurred. I am slowly installing each program and checking the fans.
Never been a fan of the corsair vengeance ram but it doesn't look bad in your build, great colour scheme! (I have a red and black of as well) I hope you get the graphics card soon! +1
I hate to break it to you, you are grossly mistaken, have had it running for 1 hour now whilst reinstalling drivers and programs, fans haven't stopped once. I guess it was some program messing with fan speeds?
Thanks for the reply, I thought that might be the case so I set them to be set at 60% constant, they still ended up stopping, performing a clean install of Windows to see if that was it.
I will :) I decided to strike a balance between looks and performance rather than go with a purely price to performance build, I could have easily got a 1060 6gb but decided to save that for a future upgrade and use a 960, I hope you like the finished product!
Might be a while as some parts have a 1-2 month dispatch time :/
Nice build, in one of the pics it looks like you could have sanded a bit more (one showing the white base coat I think) but the final look is awesome, as a 16 year old building my first PC soon (just ordered the parts) you are one of the reasons I have been inspired to join the community!
